Thomas Campbell Morrow is a graduate of the University of Cincinnati, where he earned a Bachelor's Degree in Political Science. While in college he was on the inter-collegiate debate team and won several prizes for his debate activities. Following college, Tom enrolled in the University of Baltimore Law School. During his law school years, Tom worked full time as Chief of Administrative Services for the Baltimore City State's Attorney's Office. At the same time, he achieved academic distinction, and was elected to the Heuisler Honor Society. He was also named "Outstanding Advocate" in his senior year, in recognition of his participation on the championship National Moot Court Team. Tom was awarded the degree of Juris Doctor cum laude in 1975. He sat for and passed both the Maryland and Florida Bars the same year. He is admitted to practice in the State Courts of Maryland and Florida, and in the U.S. District Court for the District of Maryland, U.S. District Court for the Southern District of Florida, the Fourth Circuit Court of Appeals, and the United States Supreme Court.
Upon graduation, Tom was appointed Assistant State's Attorney for Baltimore County. In this position, he prosecuted a variety of complex criminal offenses, including drug conspiracies, sex offenses, and homicides. In 1987, the Attorney General of Maryland appointed Tom Assistant Attorney General in the Criminal Investigation Division. As a prosecutor with statewide jurisdiction, Tom investigated a prosecuted white collar crime and political corruption throughout the State. In 1979, Janet Reno appointed Tom Morrow Assistant State Attorney for the 11th Judicial Circuit of Florida, which includes Miami, Miami Beach, and the rest of Dade County. In Miami, Tom prosecuted a wide variety of criminal cases.
In 1980, Tom entered private practice with the Law Firm of Weinberg & Green, where he was elected partner in 1983. In 1987, Tom left Weinberg & Green to form the Law Firm of Morrow & Hassani, P.A. He practiced at Morrow & Hassani until 1996, when the firm was dissolved. After three years as a solo practitioner, in 1999 Tom merged his firm with experienced malpractice litigator Ron Shaw, and practices now as Shaw & Morrow, P.A. Since entering private practice, Tom, has concentrated in the area of criminal defense. On a regular basis, Tom engages in criminal defense of juveniles and adults charged with criminal offenses of all types. He frequently handles, drunk driving and other serious traffic offenses, as well as sex offenses, domestic violence, child abuse and murder cases.
Having successfully defended several high profile criminal cases, such as the person accused in the Len Bias cocaine tragedy, Tom Morrow is often asked by broadcast and print media to comment on famous trials in the news.
In addition to trial practice, Tom has lectured at local high schools and colleges in the areas of criminal law and trial practice. He currently teaches "Nuts and Bolts of Criminal Law", presented by the Maryland Institute for Professional Education of Lawyers (MICPEL). Additionally, he regularly participates in trial demonstrations for the Maryland Bar Association, including the nationally recognized "Trial By Jury". He recently authored the complete revision of the Criminal Law chapter of the Practice Manual for the Maryland Lawyer, published by MICPEL.
Tom is a member of the Maryland State Bar Association, the Florida Bar, and the National Association of Criminal Defense Lawyers and the Baltimore County Bar Association. He is also a long-time member of the Board of the Maryland Criminal Defense Attorney's Association.
